Crea la vendor_identity única del backend. Schnorr BIP-340 sobre secp256k1. Se ejecuta una sola vez por despliegue; intentos posteriores devuelven 409.

Si la env del backend tiene BOOTSTRAP_TOKEN, debes introducirlo. Si no, déjalo vacío (asume protección por red).

La seckey se almacena cifrada con Fernet (scrypt sobre passphrase). El backend la descifra al iniciar para firmar.
